In recent years, the FBI has seen an increase in threats involving the use of chemical or biological agents against civilian populations. Often these threats are made by radical groups or individuals pushing a particular agenda and can involve elaborate hoaxes designed to cause great disruption. However, some investigations have led the FBI to individuals who were actually in possession of some very dangerous materials. We have also seen individuals freely use the Internet to discuss plans to use dangerous chemicals or biological agents in a criminal assault.
The FBI has primary jurisdiction for investigating threats involving chemical or biological agents or weapons through our jurisdiction in terrorism matters.
